President of the Republic of Serbia, Aleksandar Vučić, met today with the representatives of the company HBIS Serbia, led by the Director Song Sihai, where they discussed the results of that company’s business operations in Serbia in 2021, as well as ongoing projects and future plans. The Ambassador of the People’s Republic of China to Serbia Chen Bo attended the meeting as well.

In the conversation with the representatives of the Chinese company and the Ambassador Chen, the President Vučić expressed satisfaction that the HBIS Group operates steadily in Serbia and achieves the planned level of production in very demanding and competitive steel market.

The representatives of HBIS informed the President Vučić that this company achieved the highest level of revenue in 2021 in Serbia since the takeover of the Steel Plant in Smederevo and added that compared to the revenue achieved in 2020, an increase of 84.5 percent was recorded last year.

The Director of HBIS Serbia Song Sihai emphasized that, despite the energy crisis and problems with supply all over the world, the production achieved during the first nine months of 2022 was 901 thousand tons, as well as that the volume of company’s exports to the EU27 market during the first seven months of 2022 was 397 thousand tons, which represents a growth of 3.9 percent compared to the same period last year.

In addition, the representatives of HBIS Serbia thanked the President Vučić and the President of PR China Xi Jinping for developing the relations between the two countries and forming the steel friendship of the two nations.

President Vučić confirmed the unreserved support for the company HBIS and announced that he will continue to work with our Chinese friends in order to improve and further develop the relations between our two nations.

On August 3, 2022, HBIS GROUP Serbia obtained the Integrated Permit for the location in Smederevo. The Ministry of Environmental Protection of the Republic of Serbia issued a Notice of Decision for the operator HBIS GROUP Serbia Iron & Steel d.o.o. Belgrade, Smederevo branch, for the operation of the entire plant and the performance of production and iron, steel and ferroalloys processing activities.

The production on Blast Furnace no. 1 was temporarily stopped on July 26. The reasons for this decision were stated by the Executive Director for Production, Vladan Mihailović, during his interview for RTS News.

“The business decision to temporarily stop the operation of Blast Furnace number 1 was made in order to further optimize the process, reduce costs and improve work efficiency. After the outbreak of the crisis in Ukraine, we faced several major issues. We have successfully resolved the drastic reduction of the raw materials supply from that direction by adjusting the logistics directions. Now, we receive the ore from the South African Republic, Australia, Mauritania, and coal from Colombia and the United States of America. In addition, due to increased prices of the energy sources and rather uncertain work perspectives, we have noticed a decrease when it comes to our customers’ needs for steel. We conducted careful analyses and came to the conclusion that we can meet all customer needs while operating with one blast furnace“, Mihailović pointed out.

He also added that the stoppage of Blast Furnace number 1 would last until the needs of our customers increase. Over the past period, we had a reduced operation of both furnaces, and the Blast Furnace 2 will now operate in full capacity, with full work parameters, lower energy source consumption, so the operation will be far more efficient. Comparing to the production from the first six months of this years, the production decrease will only be 15% per cent, explains Vladan.

Mihailović also addressed the allegations about the possibility of dismissal of employees and clarified how the employees from Blast Furnace number 1 will be engaged during the period of stoppage. “Certainly, such allegations are unfounded. This is not the first time that we are working with one blast furnace. For instance, in 2020, the BF1 was stopped for 13 months due to European Commission quotas. The employees from this facility will be working on minor overhauls, in order to improve the condition of the equipment, while some of them will be engaged in other plants of our factory, in accordance with their qualifications. There will certainly be no layoffs. We do not have redundant employees and we have great respect for the people who work for us and for their contribution to business results. The employees are familiar with these decisions and they accepted them without any issues, as they always have.”

Mihailović emphasized that the management of the factory is satisfied with the results in the first and second quarter. The decision to temporarily stop the operation of BF1 represents the continuity of positive business, he pointed out and expressed confidence that business will be positive in the third quarter as well.

The increase of export quotas by the European Commission and the situation with supplies were also topics that Mihailović addressed on that occasion. “It is true that the European Commission increased quotas for the export of hot rolled products to 120 thousand tons per year, which is 30 thousand tons per quarter. Quotas for cold rolled products and tin plate products remained at the same level. It is a very positive progress, we are grateful for it, however, in this situation it did not help us much. When it comes to supplies, we have enough for the production of two blast furnaces in the required operating mode”, concludes Vladan Mihailović.

On this occasion, the mayor thanked HBIS for the donation and added: “In recent years, the City has allocated significant funds from the budget for the reconstruction of the city’s sporting courts, because many of them haven’t been renovated for over 30 years. I am glad that you recognized that, because we want to enable our children to play sports, to take them away from the streets, from cafes and separate them from the computer where they spend more and more time. HBIS Serbia has shown that it is a socially responsible company, that you take care of such things, and we especially appreciate that. “

The director of HBIS Serbia pointed out that on behalf of the Company, he is handing over the use of these two courts with one great wish – that the people of Smederevo, especially the young, turn to sports. “Let these be the places for socializing and getting to know each other, places of better choice, where they will do well to their body and mind through recreation.” We hope that with the growth of our company, our contribution to the local community and joint life will be greater. Director of Technical Affairs of the HBIS Serbia steel plant Zhao Kaixing and Director of the Environmental Protection Agency, Dr. Srdjan Lalic, signed a Donation Contract today, by which the Agency received an automatic station for measuring of air quality, located in Radinac near the steel plant.

“Every factory that has continuous production, affects the environment to some extent, and constant monitoring is key to monitoring the state of environmental quality. As the monitoring we have in our surroundings wasn’t automatic, it did not meet our standards. That is why the company HBIS Serbia, while taking care of the health of its employees and citizens of the local community, decided in early June to donate an automatic measuring station to the Environmental Protection Agency, in value of 12 million dinars. The agency has made a decision on the location and as of today, after the tests are completed, air quality data is available online in real time,” said Zhao Kaixing.

The new station contains analyzers for monitoring the concentrations of sulfur dioxide, nitrogen dioxide, ozone, carbon monoxide and suspended particles (PM10 / PM2.5). Also, meteorological data will be monitored at the station, and manual measurements of suspended particles will also remain in order to further analyze the presence of heavy metals in them

“By setting up an automatic measuring station, HBIS SERBIA represents a positive example to other companies that have a heavy industry within their business. This way, they will be able to primarily control themselves, but also transparently show the air quality around the factory complex. By putting it into operation, we will get a clearer picture of the state of the air in Smederevo. According to the specification, it corresponds to everything we asked for, so that we will be able to monitor the hourly values of the required parameters. With this station, the Agency monitors the air at 39 locations in Serbia,” concluded Srdjan Lalic.

Has pollution been reduced since HBIS took over the steel plant, and if so, how much has it been reduced?

Today, air pollution is the number one topic in Serbia, and the finger is pointed at large factories, especially those that are owned by China. Steel plant HBIS Serbia respects all applicable laws of the Republic of Serbia and with new investments will be able to keep pace with European Union standards. The Chinese owner has invested more than 300 million euros in environmental protection projects in the past five years. For the sake of comparison, which speaks for itself, the Americans, as the owners of the steel plant, in the 9 years of their management of this factory in Smederevo, considered as the golden age in the history of the steel plant, invested 80 million dollars in environmental protection. The departure of the American owner was followed by a difficult period for the factory, during which we were really reduced to mere survival. Since the Chinese employer came, they first invested in existing environmental protection facilities, which speaks to the exact opposite of the claim that our equipment is outdated and unmaintained since the arrival of the new owner.

So yes, the pollution has been decreased since the new owner took over the plant. We have an example of the measuring station in Radinac, which in 2020 recorded 148 days of exceeding the PM10 and PM2.5 particles. But it is not true that these are worse results than in previous years. At the measuring point in the village of Radinac, measurements were made by the Environmental Protection Agency in 2010, 2011 and 2020. The result from 2020 is better than in 2010 or 2011, when there were 110 more days of exceeding the average daily values. When we link these results to production, the results also show progress.

HBIS Sebia has been performing dedicated measurements of heavy metals for three years, monitoring the maximum permitted concentrations for the protection of people. The metals were made from samples PM2.5 and PM10 and compared on an annual basis, as given by the Regulation on Conditions for Monitoring and Air Quality. The values of PM10 and PM2.5 clearly show the declining trend of these values ​​from year to year. Concentration of PM10 particles for 2019 – 113mg / m3, in 2020 – 76, and so far in 2021 – 46mg / m3. The same tendency is with PM 2.5 particles for 2019 – 75mg / m3, 2020 – 57, 2021 so far – 30 mg / m3. This is a concrete and visible improvement, and these trends are followed by measuring stations in Ralja and in the city of Smederevo.

The steel plant in Smederevo employs almost 5,000 people, who live in the city or in the surrounding locations. We are not inside the protective balloon that safeguards us, and pollutes the population around us, nor do we work here with gas masks. We are also citizens of Smederevo. Do you think we would work without regard to pollution against ourselves, against our children growing up in the city and surrounding villages? Because of all of us, as well as our neighbors, the interest of this factory is to improve the impact on the environment. We have a very developed monitoring and we invest both efforts and money in these constant improvements, because we share a common interest, the continuous improvement of environmental performance.

What is the company’s response to the protests of environmental organizations regarding pollution, especially in Radinac and surrounding villages?

The law defines every industrial activity as a pollutant, but there are legal limits for emissions that have to be followed. Our impact is inevitable, but not as much as it is presented in the media, because there is an undisputable impact of the operation of city boiler rooms using fuel oil, smoke from households heating, traffic, burning grass, tires, that we all endure. It is hard to determine who is impacting what, but the new measuring station that we are donating will help us to monitor it separately. Now, HBIS Serbia reacts to each remark of the inspectors, citizens and neighbors, we examine everything, check everything. We also fulfill all legal obligations for the payment of fees through the “Polluter pays” fees and fees for the improvement and protection of the environment. Cumulatively, the amount of these taxes on an annual level is around 180 million dinars.

With the arrival of HBIS, the company has clearly set its goals, and that is for HBIS to raise the environmental performance of this factory to the level that steel plants in the EU have. A clear goal was then set, and so far all investments are being realized. We are talking about large projects that in their nature require large investments and time. To put it simply, there is no response from HBIS to the protests, we are achieving the goals that we have set ourselves. Most of the allegations made by the initiators of the protest are unfounded, so it all point to doubts about the correctness of their intentions. As far as we are concerned, the company’s commitment is that environmental protection is the most important factor after safety and employee protection, even more important than production.

One of the attacks on HBIS Serbia is the IPPC permit. We are in the process of obtaining these permits for the location in Smederevo and our request was publicly announced in the media, in accordance with the law. Interested parties had the opportunity to read our request and submit their comments. One of the objections came from RERI, whose interest focus is on us, who has emphasized on several occasions that we do not have this permit. To our request, which was publicly published in accordance with the valid law, RERI’s gave an objection for it to be denied, with explanation that they didn’t had enough time to examine it. Their objection came after the deadline for objections had expired. All this brings us to the question of RERI’s intention, considering the fact that constructive and timely objections were never given. Along with that, our plant in Sabac received an IPPC permit in 2014. The company’s goal is to get this permit for Smederevo also, as soon as possible, and not to postpone the process, because we see no reason why it should not happen. On the other hand, the conclusions are made that the increase in patients with malignancy is a direct consequence of the work of the steel plant, which is mildly put, not honest, nor is it true. Even the Director of the Institute for Oncology and Radiology Dr. Grujicic warned after 1999 of the dangerous consequences of the bombing. At that time, a transformer facility was targeted inside ​​the steel plant, for which even today it has not been determined whether and to what extent it contained carcinogenic PCB oil, the use of which is now prohibited. We are all aware of the consequences that burning PCB oil can cause. When we talk about the impact on health, the approach must be much more detailed and all impacts must be taken into account, and not just mere figures and one-off analyzes.

What is the company doing to further reduce pollution in Smederevo and its surroundings?

In addition to the mentioned measurements, we have installed in the factory 5 continuous meters on the largest emitters, for which the legal regulations require us to have a continuous measurement of pollutants, primarily dust. With these devices, we monitor the operation of our environmental protection systems 24 hours a day, 7 days a week.

Due to better monitoring, on June 9, 2021, we offered the Environmental Protection Agency to buy and donate an automatic measuring station for air quality monitoring. By reading the data from this station, we will be able to monitor the impact of our facilities in real time, and we will be able to monitor the impact of households, agricultural work, traffic, which means that it will be useful to all of us. We want this measuring station to start its reading before the capital investments in our factory start operating, because then their positive impact on the environment will be more clearly observed.

We planted a green belt around the waste management plant and on the part of Shielding Gas, near the train station. We hired contractors for regular maintenance and watering of roads.

Also, in the factory, we plan to set up a protective wall between the Ore deposit and the village of Radinac, the so-called “Seventh Region” settlement, which will be a barrier and improve the situation regarding dust from the factory. We are also developing a project for dedusting the blast furnace casting platform No. 2, a project for a facility for extracting zinc from blast furnace sludge.

Since the end of the previous heating season, the representatives of the company have offered the city of Smederevo the possibility of jointly solving the problem of pollution, which causes the operation of fuel oil boilers, so that the excess heat from the factory would be used to heat buildings. We proposed to do a feasibility study of heating the city or its parts, with the waste heat we have inside the steel plant.

HBIS Serbia is in the final phase of 3 grand projects for energy conservation and improvement of environmental protection: New sinter line, Walking Beam Furnace and Reservoir for blast furnace gas. The operation of new facilities equipped with advanced and sophisticated equipment will have positive effects on the preservation of environment. Everyone in the area will feel the improvement. The project of ecological construction of the raw material treatment system (New Sinter Line) has an extremely good dedusting system, and the dust is automatically returned by pneumatic pipes to the dosing bunker. All overflow points are covered by the dedusting system. It is a triple dedusting system that contains electrostatic and bag filters.

When the new facilities are launched, according to our expectations, the positive effects of their work will be monitored throughout 2022. Has pollution been reduced since HBIS took over the steel plant, and if so, how much has it been reduced?

Today, air pollution is the number one topic in Serbia, and the finger is pointed at large factories, especially those that are owned by China. Steel plant HBIS Serbia respects all applicable laws of the Republic of Serbia and with new investments will be able to keep pace with European Union standards. The Chinese owner has invested more than 300 million euros in environmental protection projects in the past five years. For the sake of comparison, which speaks for itself, the Americans, as the owners of the steel plant, in the 9 years of their management of this factory in Smederevo, considered as the golden age in the history of the steel plant, invested 80 million dollars in environmental protection. The departure of the American owner was followed by a difficult period for the factory, during which we were really reduced to mere survival. Since the Chinese employer came, they first invested in existing environmental protection facilities, which speaks to the exact opposite of the claim that our equipment is outdated and unmaintained since the arrival of the new owner.

So yes, the pollution has been decreased since the new owner took over the plant. We have an example of the measuring station in Radinac, which in 2020 recorded 148 days of exceeding the PM10 and PM2.5 particles. But it is not true that these are worse results than in previous years. At the measuring point in the village of Radinac, measurements were made by the Environmental Protection Agency in 2010, 2011 and 2020. The result from 2020 is better than in 2010 or 2011, when there were 110 more days of exceeding the average daily values. When we link these results to production, the results also show progress.

HBIS Sebia has been performing dedicated measurements of heavy metals for three years, monitoring the maximum permitted concentrations for the protection of people. The metals were made from samples PM2.5 and PM10 and compared on an annual basis, as given by the Regulation on Conditions for Monitoring and Air Quality. The values of PM10 and PM2.5 clearly show the declining trend of these values ​​from year to year. Concentration of PM10 particles for 2019 – 113mg / m3, in 2020 – 76, and so far in 2021 – 46mg / m3. The same tendency is with PM 2.5 particles for 2019 – 75mg / m3, 2020 – 57, 2021 so far – 30 mg / m3. This is a concrete and visible improvement, and these trends are followed by measuring stations in Ralja and in the city of Smederevo.

The steel plant in Smederevo employs almost 5,000 people, who live in the city or in the surrounding locations. We are not inside the protective balloon that safeguards us, and pollutes the population around us, nor do we work here with gas masks. We are also citizens of Smederevo. Do you think we would work without regard to pollution against ourselves, against our children growing up in the city and surrounding villages? Because of all of us, as well as our neighbors, the interest of this factory is to improve the impact on the environment. We have a very developed monitoring and we invest both efforts and money in these constant improvements, because we share a common interest, the continuous improvement of environmental performance.

What is the company’s response to the protests of environmental organizations regarding pollution, especially in Radinac and surrounding villages?

The law defines every industrial activity as a pollutant, but there are legal limits for emissions that have to be followed. Our impact is inevitable, but not as much as it is presented in the media, because there is an undisputable impact of the operation of city boiler rooms using fuel oil, smoke from households heating, traffic, burning grass, tires, that we all endure. It is hard to determine who is impacting what, but the new measuring station that we are donating will help us to monitor it separately. Now, HBIS Serbia reacts to each remark of the inspectors, citizens and neighbors, we examine everything, check everything. We also fulfill all legal obligations for the payment of fees through the “Polluter pays” fees and fees for the improvement and protection of the environment. Cumulatively, the amount of these taxes on an annual level is around 180 million dinars.

With the arrival of HBIS, the company has clearly set its goals, and that is for HBIS to raise the environmental performance of this factory to the level that steel plants in the EU have. A clear goal was then set, and so far all investments are being realized. We are talking about large projects that in their nature require large investments and time. To put it simply, there is no response from HBIS to the protests, we are achieving the goals that we have set ourselves. Most of the allegations made by the initiators of the protest are unfounded, so it all point to doubts about the correctness of their intentions. As far as we are concerned, the company’s commitment is that environmental protection is the most important factor after safety and employee protection, even more important than production.

One of the attacks on HBIS Serbia is the IPPC permit. We are in the process of obtaining these permits for the location in Smederevo and our request was publicly announced in the media, in accordance with the law. Interested parties had the opportunity to read our request and submit their comments. One of the objections came from RERI, whose interest focus is on us, who has emphasized on several occasions that we do not have this permit. To our request, which was publicly published in accordance with the valid law, RERI’s gave an objection for it to be denied, with explanation that they didn’t had enough time to examine it. Their objection came after the deadline for objections had expired. All this brings us to the question of RERI’s intention, considering the fact that constructive and timely objections were never given. Along with that, our plant in Sabac received an IPPC permit in 2014. The company’s goal is to get this permit for Smederevo also, as soon as possible, and not to postpone the process, because we see no reason why it should not happen. On the other hand, the conclusions are made that the increase in patients with malignancy is a direct consequence of the work of the steel plant, which is mildly put, not honest, nor is it true. Even the Director of the Institute for Oncology and Radiology Dr. Grujicic warned after 1999 of the dangerous consequences of the bombing. At that time, a transformer facility was targeted inside ​​the steel plant, for which even today it has not been determined whether and to what extent it contained carcinogenic PCB oil, the use of which is now prohibited. We are all aware of the consequences that burning PCB oil can cause. When we talk about the impact on health, the approach must be much more detailed and all impacts must be taken into account, and not just mere figures and one-off analyzes.

What is the company doing to further reduce pollution in Smederevo and its surroundings?

In addition to the mentioned measurements, we have installed in the factory 5 continuous meters on the largest emitters, for which the legal regulations require us to have a continuous measurement of pollutants, primarily dust. With these devices, we monitor the operation of our environmental protection systems 24 hours a day, 7 days a week.

Due to better monitoring, on June 9, 2021, we offered the Environmental Protection Agency to buy and donate an automatic measuring station for air quality monitoring. By reading the data from this station, we will be able to monitor the impact of our facilities in real time, and we will be able to monitor the impact of households, agricultural work, traffic, which means that it will be useful to all of us. We want this measuring station to start its reading before the capital investments in our factory start operating, because then their positive impact on the environment will be more clearly observed.

We planted a green belt around the waste management plant and on the part of Shielding Gas, near the train station. We hired contractors for regular maintenance and watering of roads.

Also, in the factory, we plan to set up a protective wall between the Ore deposit and the village of Radinac, the so-called “Seventh Region” settlement, which will be a barrier and improve the situation regarding dust from the factory. We are also developing a project for dedusting the blast furnace casting platform No. 2, a project for a facility for extracting zinc from blast furnace sludge.

Since the end of the previous heating season, the representatives of the company have offered the city of Smederevo the possibility of jointly solving the problem of pollution, which causes the operation of fuel oil boilers, so that the excess heat from the factory would be used to heat buildings. We proposed to do a feasibility study of heating the city or its parts, with the waste heat we have inside the steel plant.

HBIS Serbia is in the final phase of 3 grand projects for energy conservation and improvement of environmental protection: New sinter line, Walking Beam Furnace and Reservoir for blast furnace gas. The operation of new facilities equipped with advanced and sophisticated equipment will have positive effects on the preservation of environment. Everyone in the area will feel the improvement. The project of ecological construction of the raw material treatment system (New Sinter Line) has an extremely good dedusting system, and the dust is automatically returned by pneumatic pipes to the dosing bunker. All overflow points are covered by the dedusting system. It is a triple dedusting system that contains electrostatic and bag filters.

When the new facilities are launched, according to our expectations, the positive effects of their work will be monitored throughout 2022. After reviewing all requirements and specifications that such an automatic measuring station must meet, based on legal regulations and standards of the Agency, the new station will be compatible with the existing measuring network of the Agency.

HBIS Group Serbia conducted the procurement and selected a station that meets the set requirements in all aspects. According to the Agency’s decision, the automatic measuring station will be placed in Radinac village in the next four months at the latest.

Positive effects on environmental protection are expected in the coming months in HBIS Serbia, and the reason for this are the investment projects that are in the final phase. Our projects for energy efficiency and improvement of environmental protection, the Raw Materials Processing Plant, Walking Beam Furnace and the Blast Furnace Gas Reservoir are in full swing, while the works on Converter No. 2 at Steel shop has been finished.

Company HBIS GROUP Serbia plans to restart its blast furnace No.1 in Smederevo on August 16, 2021. This blast furnace was shut down on July 5, 2020 due to pandemic of coronavirus, and market situation that prevailed at that time.

The project of ecological construction of the raw material treatment system, as well as other capital projects being built in the company HBIS Serbia, were presented to the public on December 21, 2020, for the first time since the laying of the cornerstone, on July 24, 2019. The construction works on the new plant for the preparation of ore and the improvement of environmental protection during the production of sinter have been mostly completed, said by Vladan Mihailovic, the Executive Director for Production, and continued:

“We are currently in the initial phase of assembling the equipment. We expect that this facility will start with cold tests in June at the latest, and with production from July 1, 2021. The facility currently has the best available technology in terms of sinter production and environmental protection. All gas purification systems will allow emission of no more than 20mg per cubic meter, which is currently probably the best result in all steel plants and sintering facilities operating in Europe. It will also have a very modern gas desulphurization plant for sinter production and the capacity of this plant will be 50% higher than the current production that can be achieved with the 3 sinter machines currently in operation.”

General Manager of Engineering and Innovation Milovan Tasic said that this plant will bring greater efficiency of the technological process, and thus enhance all the effects of environmental protection. “It will have the best applied techniques for waste gas purification, mounted on the inlet section of the sinter line, and all filling points on all conveyors will be equipped with additional waste gas purification plants. There will be a total of 7 such facilities on the entire line.”

The value of the investments that will visibly improve the protection of the environment and energy efficiency is 160 million dollars, and it includes a new sinter plant, a walking beam furnace at the Hot Strip Mill, Blast Furnace gas reservoir, and Converter No. 4 in Steel Shop.

After these large investments, there are plans for new projects, which will also raise energy efficiency and environmental protection, and which Tasic listed: “New energy plant, a new blast furnace tuyere facility, and new converter No4, which will contain the reservoir for converter’s gas of 50,000 normal m3. We are also considering a new continuous caster machine in the near future. “

Ljubica Drake, General Manager of Environmental Protection, emphasized that this plant, built once every half a century, will visibly improve the performance in the area of environmental protection. “This facility is designed so that its maximum emission will be two and a half times lower than allowed limit by the law of the Republic of Serbia.”

Vladan Mihailovic, Executive Director for Production at HBIS Serbia, while being a guest speaker for Prva Television, stated regarding the measures for protection against the spread of coronavirus in the company that HBIS Serbia formed a crisis staff at the beginning of the pandemic, and made a comprehensive program to combat covid-19.

“The program was implemented through employees’ education, not repressive measures. We have reduced the contact between the employees to a bare minimum, and we are doing a statistical analysis of the data,” said Mihailovic, emphasizing that the company didn’t fired anyone during the pandemic, nor does it intend to.

“One of the preventive measures is to send about 960 administrative workers for a two weeks paid leave in the amount of 70% of their earnings, or to use the second part their annual vacation, whereby the employees are free to choose the option that suits them better. This measure will last until the New Year, therefore within 6 weeks, 320 employees will be out of the factory at any given time,” explains Mihailovic.

“As far as the production is concerned, the factory continues to operate at the planned level, in line with the business plan and medium-term plans, therefore no production employees is outside the factory.” As for the only reason for reduced production, Mihailovic cites EU quotas, adding that in the fourth quarter one blast furnace will produce steel at the same level as was done in the second quarter with two blast furnaces.

While answering to the question from the journalist, he pointed out that HBIS affects the environment no more than the average European factory, and continued: “Pollution in Smederevo is influenced by several factors, such as individual furnaces, fuel oil city heating facilities, city traffic, so it is not possible to quantify the impact of the steel plant.  HBIS has a great interest in continuing its business in Serbia, which is best seen in the ongoing investments. We are overhauling all environmental facilities that are currently operating at its full capacity, along with huge investments which were not made in decades, which will dramatically improve the environment in Smederevo. Total value of those investments is 140 million $. Investing in the environment requires large funds which don’t make profit, nevertheless the management is fully committed to investing in the improvement of the environment, thus investing in the future of the city of Smederevo,” concludes Mihailovic.
